In 2011, Minnesota passed a law to clarify school liability for community recreational use of public school property, providing the opportunity to test intended and unintended consequences of liability legislation on local public school policy and school administrators' perceptions of liability risk. The study will provide an intervention (a comprehensive training module and toolkit to clarify liability risk) and pre- and post-intervention survey, to a sample of Minnesota school administrators, focusing on communities with low social-economic status and high racial/ethnic composition. The goal of project is to inform policy to ultimately improve opportunities for access to places to be active and recreate in all schools, particularly within underserved communities.
