Hawaii's Opportunity for Active Living Advancement (HOALA)
In 2009, Hawaii passed statewide a Complete Streets law (Act 54) and Safe Routes to School law (Act 100) that was expected to induce improvements in active transportation facilities around school zones over the following 2-5 years. The HOALA project was an opportunistic natural experiment that assessed how these two statewide policies were implemented and their impact on the active transportation behavior of school-aged, predominately ethnic minority children in Hawaii. Rapid-response funding was awarded to assess active transportation rates prior to the Safe Routes to School programming and major infrastructure and non-infrastructure improvements expected as a result of these new policies and planning initiatives, and to evaluate the early implementation steps of these newly established macro-level policies as potential models for other states. Statistical analysis methods were used to determine the relationship of the policy, programmatic and infrastructure changes to changes in active transportation behavior to student.
