Creating Safe Neighborhoods for Active Living: A Case Study of Policy Change
This multiple-case study will examine a collaborative public policy process in Manchester, NH that has successfully combined a public health prevention perspective with evidence-based criminal justice initiatives to create a supportive institutional infrastructure from which to simultaneously leverage violence prevention and active living policies. The adoption and implementation of multiple interconnected policies, which originated from a partnership between the Health Department and the Police Department as part of a Weed & Seed (W&S) initiative in 2001, became catalysts for bringing citizens, law enforcement, and other partners together to create safer, activity-friendly neighborhoods. Specifically, this study will focus on institutional policy changes related to Crime Prevention Through Environmental Design and community policing as windows into the process of cross-sector collaboration that exemplify the broader W&S initiative. This work will inform policy strategies for the prevention of violence and childhood obesity that will be applicable in a number of different settings regionally and nationally.
