Evaluating the Effectiveness of Providing Coaching and Technical Assistance During Implementation of New School Physical Education Law In Rhode Island
By 2012, Rhode Island will require that physical education (PE) curriculum be implemented in all RI public schools and in alignment with the RI Department of Education's PE standards. Experience with the implementation of RI school nutrition standards suggests that better outcomes are achieved when schools receive ongoing coaching, training and technical assistance prior to the implementation deadline. The purpose of this project was to evaluate the effectiveness of this coaching strategy to school staff, students and School Improvement Teams in two low-income, elementary schools in RI compared with the results of two matched control schools that receive support have better PE outcomes. Outcomes included increased school knowledge, skills and support for PE law, school compliance levels with PE law requirements, and PE physical activity levels. Student surveys, focus groups, and interviews with school teachers and administrators were used to measure knowledge, skills, motivation, enthusiasm, and support of teachers, administrators, students, and school improvement teams. School compliance was measured with nationally recognized PE assessment tools. Student physical activity levels was assessed with the System for Observing Fitness Instruction Time (SOFIT) and accelerometers.

PowerUp P.E. offers training videos demonstrating fun and interactive ways in which elementary school PE teachers can increase their students’ physical activity levels and a downloadable toolkit for PE teachers that complements these videos. Two webinars are also available for professional development purposes, featuring instructions for incorporating these materials into P.E. curricula.
